Our Work
As guardians of the public interest, Deputy Public Prosecutors (“DPPs”) and Assistant Public Prosecutors (“APPs”) assist the Attorney-General in his office as the Public Prosecutor in discharging a key constitutional function by providing an impartial and effective prosecution service committed to professional excellence and integrity.
- Under Article 35(8) of the Constitution, the Attorney-General has powers to institute, conduct or discontinue any proceedings for any offence. Section 11 of the Criminal Procedure Code 2010 further provides that the Attorney-General shall be the Public Prosecutor, with control and direction of all criminal prosecutions and proceedings.

(3) Subject to this section, the Public Prosecutor may appoint any officer or other person to act as a Deputy Public Prosecutor or an Assistant Public Prosecutor in carrying out any of the duties of the Public Prosecutor under this Code or under any other written law, and may assign any of those duties to a Deputy Public Prosecutor or an Assistant Public Prosecutor.
The State Prosecution Division (“SPD”) which is helmed by Chief Prosecutor Mr Bala Reddy deals with the following categories of offences:
- Crimes against persons
- Property offences
- Commercial offences investigated by the land divisions
- Immigration offences
- Non-capital drugs offences
- Public order offences
- Non-sexual specialized crimes (such as unlicensed money-lending)
SPD comprises 5 directorates, each headed by a Director who is either a Deputy Senior State Counsel or Senior State Counsel. The respective directorates handle the following categories of cases:
- Commercial offences investigated by the land divisions and immigration offences;
- Offences against persons;
- Property and public order offences;
- Appellate matters and
- Drug offences and specialized offences such as unlicensed money lending.
SPD deals with the following matters:
- Prosecutions in the Subordinate Courts
- Magistrate and District court appeals in the High Court
- Other ancillary hearings such as magistrate’s appeals; criminal revisions; criminal motions and criminal references
- Disposal inquiries
- Coroner’s inquiries
Prosecutors in SPD also evaluate evidence disclosed during the course of investigations, render legal advice to enforcement agencies and where necessary, direct further investigations to be carried out.
Clearly, the functions and duties performed by the prosecutors in SPD are vastly challenging and fulfilling. Indeed, not only is the work in SPD exciting and meaningful, more importantly, it plays an integral role in the administration of criminal justice in Singapore.
