Legal Profession (International Services) Secretariat

Mission Statement

To register and regulate Joint Law Ventures, Formal Law Alliances, Qualifying Foreign Law Practices, licensed foreign law practices, representative offices, foreign lawyers providing legal services in or from Singapore and Singapore-qualified solicitors providing legal services in Joint Law Ventures, Qualifying Foreign Law Practices and licensed foreign law practices.

To enforce, assist in the formulation and advise on the practical application of, the laws, rules, guidelines and policies governing the legal profession in the provision of international legal services in or from Singapore.

Role of Legal Profession (International Services) Secretariat

The Legal Profession (International Services) Secretariat ("LPS") was established in May 2000.

The LPS assists the Attorney-General in his role as the regulator of:

(a) foreign law practices, namely Joint Law Ventures, Formal Law Alliances, Qualifying Foreign Law Practices, licensed foreign law practices and representative offices;

(b) foreign lawyers who wish to practise foreign law in Singapore;

(c) foreign lawyers who wish to practise Singapore law in banking, finance and corporate law in Joint Law Ventures, Qualifying Foreign Law Practices or qualifying Singapore law practices;

(d) Singapore-qualified solicitors who wish to practise Singapore law in Joint Law Ventures, Qualifying Foreign Law Practices and licensed foreign law practices, or who wish to practise foreign law in Joint Law Ventures or foreign law practices; and

(d) foreign lawyers who wish to become directors, partners or shareholders of Singapore law practices, as well as share in the profits of Singapore law practices.

The LPS implements and enforces the rules regulating the provision of international legal services in or from Singapore.

The LPS’ scope of work includes the following:

  • processing applications and issuing licences for Joint Law Ventures, Formal Law Alliances, foreign law practices, and Representative Offices;

  • processing applications and issuing certificates of registration for foreign lawyers to practise foreign law in Singapore, or to practise Singapore law in banking, finance or corporate law in Joint Law Ventures, Qualifying Foreign Law Practices or qualifying Singapore law practices;

  • processing applications and issuing certificates of approval for foreign lawyers to own shares or equity interest or share profits in Singapore law practices where the Attorney-General has given his approval;

  • processing applications and issuing certificates of registration to Singapore-qualified solicitors to practise Singapore law in Joint Law Ventures, Qualifying Foreign Law Practices or licensed foreign law practices, or to practise foreign law in Joint Law Ventures or foreign law practices;

  • issuing appropriate letters or certificates of good standing;

  • issuing amended licences, certificates of registration or approval or certified true copies thereof;

  • formulating and enforcing the laws, rules, guidelines and policies governing the legal profession in the provision of international legal services in or from Singapore.
