Corporate Services Division

Mission

To delight customers through service excellence with continual improvement by benchmarking against best practices.

Our Work

The Corporate Services Division ("CSD") was officially formed on 1 Sep 2001. CSD comprises 5 units, namely, the Financial Management Unit, the Personnel Management Unit, the Human Resource Development Unit, the Office Management Unit and the Public Affairs Unit.

In seeking to further excel in its mission, CSD pursued and successfully obtained its ISO 9000 certification in 2003. We strongly believe and aspire to delight our customers further by reviewing our internal procedures regularly to ensure that these procedures are within the civil service requirements. We seek to continually improve the effectiveness of the quality management system in AGC in order to continuously provide efficient and effective support in financial administration, budget control, human resource development, office administration and personnel management. CSD thus strives to be “courteous”, “accessible”, “responsive” and “effective” in rendering its services to all the other divisions in AGC. In order to continually improve our services, CSD always welcomes feedback from all other divisions in AGC.

The Corporate Services Division comprises 5 units:

Financial Management Unit

The Financial Management Unit ("FMU") provides accounting and financial advisory services including the administration of AGC’s operating and development budget, the processing of salaries and claims, the administration of the Gebiz procurement system, the processing of payments to suppliers, the preparation of resource budget and resource accounts and the preparation of Net Economic Value (“NEV”) and notional NEV statements for all divisions within AGC.

Personnel Management Unit

The Personnel Management Unit ("PMU") formulates and reviews AGC’s internal personnel policies and procedures within the Civil Service framework and also implements Civil Service personnel policies and procedures. PMU provides personnel administration services to AGC officers to provide an environment that would motivate and draw out the best from each officer.

Human Resource Development Unit

The Human Resource Development Unit’s ("HRDU") provides all officers in AGC with access to training, to nurture in them a commitment to excellence by improving their skills, knowledge and capabilities. The training philosophy of the HRDU is to build a culture of continuous learning within AGC by providing equitable opportunities for training to all officers. HRDU formulates and reviews AGC’s internal training policies and procedures, identifies core competencies, processes training applications, sources for new courses, tracks and monitors courses and training forms, organises and co-ordinates in-house training programs and conducts orientation and co-ordinates induction programs for new officers who join AGC.

Office Management Unit

The Office Management Unit ("OMU") provides general office and administrative services to all divisions within AGC, including the formulation and constant review of AGC’s internal office administration policies and procedures to ensure that these policies are aligned with those of the Civil Service. OMU also ensures the proper maintenance and accountability of office equipment, furniture and other fixed assets, arranges for air passage and travel insurance, administers the issuance and control of Civil Service PS Cards, co-ordinates and oversees internal renovation projects and minor development projects, procures goods and services and ensures that office security is maintained at all times.

Public Affairs Unit

The Public Affairs Unit ("PAU"), comprising officers from all AGC Legal Divisions, is tasked with organising and hosting visits from local and foreign dignitaries, study visits and courtesy calls that are paid to the Attorney-General. In addition, PAU handles all media queries and issues press statements on behalf of AGC. PAU officers, in their role as Media Relations Officers, ensure that the media and the public are kept abreast of developments in significant cases and make certain that the facts are reported accurately. PAU has put in place a reporting system for legal officers to highlight to PAU salient information concerning significant cases. Media and public queries arising out of such cases are handled by PAU thereby allowing legal officers to concentrate on their legal work.
