People Developer Standard
AGC successfully achieved the People Developer Standard ("PDS") award in Dec 2001 as part of AGC’s commitment towards making AGC a world-class organization. AGC has since been re-certified with the PDS in Jan 2005. The essence of this Standard is Human Resource Excellence in terms of training, development and constant evaluation. The PDS Steering Committee works closely with HRDU to maintain AGC’s training system and programmes. The PDS signifies AGC as a progressive, forward-looking organisation that cares for and systematically develops staff.
Training Administration System on the Intranet
The Training Administration System on the Intranet (“TRAISI”) is a training nomination system deployed by the Civil Service College to achieve the objectives of a networked government in which knowledge is shared and exchanged amongst the various government agencies. TRAISI incorporates the best practices in training and provides AGC with all the tools to execute training administration including the automation of procedures and reports as required for continued accreditation under the PDS. TRAISI achieves the objectives of training ownership, consolidated processes, self-service, one-stop shop, self-policing via a suite of features which includes Training Framework, Individual Training Roadmap, Training Prospectus, Budget Administration, Course Review and Evaluation as well as Learning Needs Analysis. As such, it provides a one-stop shop for AGC users to browse, apply and evaluate training courses by taking ownership of their training. TRAISI was officially launched in AGC on 30 Apr 2003. HRDU oversees TRAISI.
ISO 9000
ISO 9000 standards and procedures are the most recognised around the world and are used as the foundation on which an organisation’s quality management system is developed. It was with the vision of providing effective and efficient support through the establishment of this international quality management system that CSD embarked on the ISO 9000 journey and attained the ISO 9000 Certification in Jan 2003. CSD regularly reviews its ISO procedures to ensure that our officers provide quality service and high standard of operations to all other divisions in AGC.
Economy Drive
The Government officially
launched the Economy Drive (“ED”) campaign
in Jul 2003 to reinforce its continuous effort to be efficient and effective.
ED is not a budget-cutting exercise. It is fundamentally about reinforcing
the mindset of prudence and value for money in every public officer,
with whatever existing resources that an organization has. For ED to
succeed, CSD strongly encourages and urges all AGC officers to participate
in ED and devise ways of helping the Government and AGC achieve greater
value for money and generate savings. For instance, Work Improvement
Teams (“WITs”)
can be set up to explore and implement ED projects. Officers can also
make use of the Staff Suggestion Scheme to suggest ways for AGC to reduce
costs and to optimise its existing resources. Other initiatives by CSD
under the ED umbrella include headcount management, best sourcing, notional
Net Economic Value (“NEV”) and resource management through
resource budgeting and accounting. CSD has generated at least S$676,000
worth of savings thus far through its various Best Sourcing and ED
initiatives.
