Opportunities at AGC

We are presently recruiting for the following positions:

(1) Legal Executive (Legislation Directorate)

Closing Date:        15 September

Responsibilities:

As a Legal Executive, you will operate the Legislation Editing and Authentic Publishing (LEAP) System which includes the preparation for the publication of bills, acts, subsidiary legislation and gazette notification in the LEAP Versioned Legislation Database.  You will maintain and administer the LEAP System records and statistics and vet printed proofs of legislation.  You are also required to draft subsidiary legislation and provide editorial support to the legislative draftsmen.

Requirements:

-Applicants should have a recognised diploma in any discipline from one of the local polytechnics

-Highly motivated

-Strong analytical and critical thinking skills

-Excellent communication (verbal & written) and interpersonal skills

-High level of initiative with excellent customer service and problem-solving skills

(2) Assistant Director, Human Resource Development Unit, CSD

Closing Date: 13 September 2010

Responsibilities:

Working closely with the management team, the Assistant Director will assist to formulate strategies in human capital development. You will develop, drive and implement learning and development initiatives to reinforce a continuous learning and development culture within AGC. You will provide leadership in engaging stakeholders to review, design and implement learning and development initiatives, systems and programmes to meet AGC’s strategic needs.

The Assistant Director also acts as a Secretary to the AGC Training Committee to co-ordinate the divisional training events, monitor the divisional block budgets and manage centralized training votes allocated for the committee.

Some of the key areas of responsibilities are:

-Review organizational and competency development initiatives and programmes and formulate strategies in addressing human capital development

-Implement and monitor annual learning cum development plan and budget to ensure optimal utilization of training resources

-Oversee the conduct and coordination of organisation wide training programmes, which include orientation, training events and local paying courses

-Develop a more pro-active framework that guides the divisional training representatives to provide their individual officers training needs

-Operationalise training and development roadmap for Divisions across job functions under the Total Learning Plan

-Review and evaluate in-house/external training programmes to ensure training effectiveness, transfer of learning and achievement of business objectives

-Administer and review training sponsorship and scholarship programmes

-Compile the Measurement, Analysis and improvement results for Human Resources Development Unit under the ISO requirements

Requirements:

- A recognised degree in any discipline

- Possess relevant working experience in training & development with at least 3-5 years experience heading the Training Department

- Good knowledge and appreciation of the strategic roles, objectives and challenges of HR practices in learning and development

- Forward looking with good communication, analytical and networking skills

- Result and people-oriented with ability to formulate strategies and turn them into realistic, practical action plans and bring them to fruition

- Strong leadership and management competencies with proven ability in managing and developing teams

- A team player who is able to contribute and provide assistance to the Management

 

(3) Senior Manager, Human Resource Development Unit, CSD

Closing Date: 13 September 2010

Responsibilities

The Senior Manager in Human Resource Development Unit (HRDU) will assist the Assistant Director in conceptualising and executing effective training strategies and programmes of AGC, to ensure that the training programmes meet both the needs of the organisation’s goals and objectives.

Some of the key areas of responsibilities are:

-Assisting the Assistant Director to oversee the key portfolios in HRDU

-Administering and coordinating in-house programmes which includes orientation, training events and local paying courses

-Engaging and collaborating with external training providers and AGC officers for in-house training programmes and training needs

-Attending to other matters as assigned by the Management

Requirements

-A recognised degree in any discipline

-Possess relevant working experience in Training & Development

-Possess the capacity to strategise Training & Development projects and willingness to try new ways and tools

-Proactive with good analytical and communication skills

-Well developed planning and organisational skills

-A team player who is able to work independently and provide assistance to the Management

-Supervisory experience is preferred

 

(4) Legal Executive (Civil Division)

Closing Date: 8 September 2010

Responsibilities:

  • The Civil Division’s mission is to provide quality legal advice and representation for the good governance of Singapore. We advise the Government and other public sector agencies on legal issues and represent the Government in court proceedings, mediation, negotiations, etc.

    Legal Executives in the Civil Division assist State Counsel in court proceedings and the drafting/vetting of legal documents. They also oversee the work of clerical staff in the Division’s Civil Litigation Support Team and Registry, and represent the Division in various projects and committees within the Attorney-General’s Chambers.

(i) Civil Litigation and Legal Advisory Work

- Prepare and file court documents

- Assist in client meetings and witness interviews

- Gather and organise facts relevant to cases

- Assist in legal research and preparation of legal advice

- Assist in the drafting and vetting of legal documents

- Liaise with clients, solicitors and members of public

(ii) Supervisory duties

- Supervise the work of clerical staff (including appraisal of clerical staff)

- Ensure smooth operation of the Division's Civil Litigation Support Team and Registry

- Devise and implement SOPs for the Division

(iii) Training and Knowledge Management

- Organise and maintain the Division's knowledge management databases/systems

- Give inputs on the Civil Litigation Support Team's training and development needs

Requirements:

- An LLB (Honours) or a good tertiary degree in any other field

- Knowledge of Civil Procedure would be an advantage

- Strong analytical & critical thinking skills

- Excellent communication (both verbal and written) and interpersonal skills

- High level of initiative with excellent customer service and problem-solving skills

- A team player who is able to work independently as well as in a team

(5) Legal Research Assistant

Closing Date: 5 Sept 2010

Responsibilities:

Legal Research Assistants will provide research, para-legal and administrative support to DPPs and APPs. 

Legal Work

  • Provide legal research support to DPPs and APPs by producing research briefs and opinions on legal issues
  • Assist DPPs and APPs in the preparation of written court submissions and other court documents
  • Assist DPPs and APPs in the retrieval of relevant sentencing precedents and cases
  • Provide updates and summaries of recent Singapore Court decisions and assist with AGC's other knowledge management initiatives and
  • Assist DPPs and APPs in the scheduling of interviews and in the interviewing of witnesses who are to be called to give evidence for the prosecution

Administrative Duties

Providing litigation support and administrative support to DPPs and APPs in connection with their assigned cases, including the compilation of court documents and bundles, retrieving relevant case authorities and articles, delivering urgent submissions to the court and other ad-hoc duties assigned by DPPs and APPs.

Requirements:

Applicants should possess:

  i. a Law Degree or a Diploma in Law & Management or Legal  Studies from one of the local polytechnics
  ii. Strong writing skills in the English Language
  iii. Ability to work under pressure and in a deadline-driven environment
  iv.

Strong legal research skills, including competency in the use of legal research tools, such as Lexis-Nexis, Westlaw and LawNet

  v. Strong analytical and reasoning skills
  vi. Ability to work independently

(1) Legal Officer: A Legal Officer may be deployed to any one of our five Legal Divisions, namely, Civil Division, Criminal Justice Division, International Affairs Division, Legislation and Law Reform Division and State Prosecution Division.

(2) Management Executive Officer: A Management Executive Officer may join AGC as an Assistant Public Prosecutor in the State Prosecution Division or the Criminal Justice Division, as a Legal Executive (or paralegal) in one of our five Legal Divisions, or as a Management Executive Officer in a non-legal division.

  1. Assistant Public Prosecutor: Assistant Public Prosecutors will assist the Public Prosecutor and his deputies in the conduct of prosecutions in the Subordinate Courts. After a short initial period of training, Assistant Public Prosecutors will be authorised to appear in Court to prosecute on behalf of the Public Prosecutor. They will also deal with other matters ancillary to such prosecutions.

  2. Legal Executive: A Legal Executive ("LE") provides support services to the Management and may be deployed to one of the five Legal Divisions:

    1. Civil Division – In this Division, LEs processes case files, prepares routine pleadings, undertakes discovery, drafting, preparation of court bundles, preparation for attorney conferences, depositions, arbitrations, mediations, trials and other litigation processes, and also performs office administrative tasks.

    2. Criminal Justice Division – In this Division, LEs assist in legal research and draft charges, fiats and orders for High Court criminal cases among other legal-related work. They also undertake administrative and supervisory duties.

    3. International Affairs Division – LEs in this Division perform a range of law-related work such as liaising with Ministries and international organisations, assisting in legal research, and the drafting of research papers and articles. Other responsibilities include the supervision of support staff and providing guidance in the maintenance of a database of international agreements.

    4. Legislation and Law Reform Division – The primary duty of LEs in this Division is to draft and vet laws for enactment, carry out legal research, prepare law reform reports, assist in the drafting of proposals for changes to legislation and assist the Law Revision Commissioners in the revision of legislation. LEs also undertake a wide variety of other duties, performing supervisory and administrative duties and participating in IT projects. LEs also maintain a Knowledge Management System to track reform and legislative initiatives in various jurisdictions around the world.

    5. State Prosecution Division – LEs will draft sanctions, consents and applications and the like under the Criminal Procedure Code and other laws. LEs will assist in the vetting of sanctions, consents and applications prepared by the Deputy Public Prosecutors. They also undertake administrative and supervisory duties.

  3. Management Executive Officer: A Management Executive Officer in a non-legal division ensures that corporate services and administrative support are provided efficiently in AGC.

Entry Requirements

• University Degree or equivalent. For the post of Assistant Public Prosecutor, applicants are required to possess a recognised LLB

(3) Management Support Officer: A Management Support Officer may join AGC as a Legal Executive who will provide support services to the Legal Officers. Officers appointed in a non-legal division provide support services in various functional areas, including operations, human resource management, finance and corporate services.

Entry Requirements

• Polytechnic Diploma, ‘A’ level, Higher Nitec or Nitec. Candidates possessing ‘O’ or ‘N’ level qualifications with suitable work experience will be considered.

(4) Operations Support Officer: An Operations Support Officer (OSO) may be deployed for duties in the Corporate Services Division or a Legal Division. The OSO will perform duties in the registries, typing pools, library, dispatch work and other office-related operations, including the operation of simple office equipment.

Entry Requirements

• Primary school to Secondary school qualifications.
