AGC’s collective commitment and aspiration is to be an exemplary organ of the State which Singapore can be proud of. It is important to build a resilient and cohesive organisation rooted on certain shared core values. It is critical that AGC officers uphold the rule of law and protect the public interest in a principled manner.

A committee was thus set up in September 2002 to identify the core values that form the essence of the office of the Attorney-General and Public Prosecutor and to draft a Code of Conduct incorporating these core values that will serve as a guide to all officers in AGC.

The Code of Conduct, by being an explicit set of rules and principles, gives flesh to the ideals expressed in the Core Values. Together, they seek to articulate the overarching values and governing principles that make AGC a unique and vital arm of the Government.

Our Code of Conduct

The Code sets out the standard of conduct for officers. It expresses our core values and gives effect to the Mission Statement of the Attorney-General's Chambers.

(1) Our Goal - For State and Public Interest

We strive to enhance the rule of law and constitutional government in Singapore by providing sound legal advice and assistance in developing a fair and responsive legal system, furthering good public administration and protecting the interests of the State and of the people.

(2) Duties of Legal Officers - People of Honour and Integrity

(1) As legal officers, we shall maintain the honour and dignity of the offices of the Attorney-General and Public Prosecutor, and promote public trust and confidence in the integrity and impartiality of these offices.
(2) We shall safeguard and enhance the proper administration of justice.
(3) We shall promote a just criminal justice system by pursuing a fair and impartial policy in the prosecution of offenders.
(4) We shall provide sound and timely legal advice to the Government to enhance good public administration.
(5) We shall draft our laws in simple and clear language to reflect the intention of Parliament.
(6) We shall keep the laws of Singapore up to date.
(7) We shall advance and protect the interests of Singapore in the international arena through the effective practice of public international law.

(3) Professionalism and Excellence - The Best that We Can Be

(1) We strive to achieve professionalism and excellence in all we do.
(2) We discharge our duties faithfully and diligently without fear or favour and to the best of our ability.
(3) We actively support and contribute to a learning and knowledge-sharing environment.

(4) Personal Conduct - Conduct Beyond Reproach

(1) We shall conduct ourselves with honour, integrity and dignity at all times.
(2) We shall not engage in conduct that may adversely affect public trust and confidence in the offices of the Attorney-General and Public Prosecutor.
(3) We shall not abuse our office to advance our personal interests.
(4) We shall not disclose confidential information acquired in our official capacity for any purpose unrelated to the discharge of our duties.
(5) We shall not engage in conduct that may cause harm to the proper administration of justice.
(6) We shall treat our colleagues, staff and others we meet in our work with respect, sensitivity and courtesy.

(5) Esprit de corps - Committed and United

(1) We value each and every member of the organisation and their contributions.
(2) We encourage a proactive and resourceful work culture through individual and group initiatives.
(3) We are committed to fostering social cohesion, camaraderie as well as care and concern amongst all staff of the Attorney-General's Chambers.
